"I could picture parts of the transport sector being better secured. A lot could have been done better if one saw things in context," said NSM director Jan Erik Larsen to NRK.
Norway currently has no procedures for securing vital infrastructure such as central rail stations and harbors.
Larsen said that in certain sectors Norway is in effect completely defenseless lacking clear emergency procedures.
The NSM has waited a year and a half for guidelines that will regulate security measures to protect vital services such as transport, power supply and telecommunications, and the Defense Department has promised to speed things up.
The Defense Department will begin a cooperative effort with the Justice Department and aims to have regulations ready this autumn.
